Underground card shops play a crucial role in the fraud ecosystem. They provide threat actors with a platform to buy and sell stolen card data, which is often sourced directly from breaches or malware-infected point-of-sale (POS) terminals, as well as from skimming devices attached to POS terminals and ATMs. Card shops epitomize the notion of a centralized cybercrime economy, enabling even fledgling fraudsters to withdraw cash from accounts or to make carded purchases without having to steal payment card data themselves.
